The health plan does not cover LASIK
The official covered-services page says TRICARE does not cover LASIK eye surgery.
Some military hospitals run a refractive-surgery program for eligible active duty service members. That program is a military readiness service with its own rules. It is not the same thing as a TRICARE claim for LASIK at a civilian center. Ask the military hospital directly if you are on active duty and want to know whether that program is open.
